A truck is standing outside a tower in Sector 57. The crew is ready. The family has been awake since 5 am. And the guard at the goods gate will not lift the barrier, because nobody applied for the society NOC.
That move did not fail because of packing quality or truck size. It failed on paperwork.
After fifteen years of moving homes across Gurgaon, we can tell you that almost every bad moving day traces back to something that was never written down. The quote was verbal. The insurance was “covered, sir, don’t worry.” The advance went to a personal UPI ID. Nothing was signed.
So this guide is not another list of packing tips. It is the seven documents you should have in hand before you transfer a single rupee to any packers and movers in Gurgaon – what each one is, what it should say, and what it looks like when a company is bluffing.
Why Gurgaon Punishes Bad Paperwork More Than Other Cities
Gurgaon is not a city where you can just park a tempo and start loading.
Most of the residential stock here is gated – DLF Phase 1 to 5, Sushant Lok, South City, the Golf Course Road belt, Sohna Road, and the newer New Gurgaon sectors past 80. Every one of those societies runs on written permissions. Resident Welfare Associations control truck entry, service lift slots, and moving hours. Many premium societies also charge a one-time truck entry fee, commonly in the ₹1,000 to ₹3,500 band, paid directly to the RWA.
Then there are the older, dense pockets. Sector 14, Sector 29 and the MG Road stretch often have no designated loading zone at all. If the truck has to stand 80 metres from your lobby, that walking distance becomes labour hours, and labour hours become money.
And a fair number of Gurgaon moves cross a state border. Gurgaon to Dwarka, Gurgaon to Noida, Gurgaon to Faridabad — different rules, tolls like Kherki Daula on NH-48, and permit charges that some movers quietly leave out of the quote and add on delivery day.
None of that is a problem when it is written down in advance. All of it becomes a problem when it isn’t.
Document 1: The GST Registration Certificate (and the Right GST Rate)
Start here, because this one filters out roughly half the market in ten minutes.
Any moving company with annual turnover above ₹20 lakh is required to be GST registered. Ask for the GSTIN, then verify it yourself at gst.gov.in using the “Search Taxpayer” tool. Three things must match: the legal name, the principal place of business, and an Active status. A cancelled GSTIN on a shiny website is a red flag, not a technicality.
Now the part that causes more arguments than anything else in this industry — why the bill says 18% and not 5%.
- If you hire a full relocation service (packing, loading, transport, unloading, unpacking), that is a composite supply of moving and storage services under HSN 996713, and it attracts 18% GST.
- If you hire transport only — you pack everything yourself, they just move the load — that falls under goods transport at HSN 9965 and can be 5% without input tax credit.
- Transit insurance is taxed at 18%, separately.
- Warehouse or storage is also 18%.
So when a mover quotes you 5% while sending four packers with bubble wrap and cartons, they are either mis-billing or not billing at all. Neither protects you.
One practical note for corporate transferees: if the invoice is raised in the company’s name for a work-related move, the business can usually claim input tax credit. Individuals cannot. If your employer is reimbursing, get the invoice details right before the move, not after.
Document 2: A Written, Itemised Quotation
A one-line WhatsApp message saying “2BHK Sector 56 to Sector 82 — ₹11,000 all inclusive” is not a quotation. It is a hook.
An honest Gurgaon quote breaks the number into parts, and every part is either a rupee figure or the word included:
- Packing material (cartons, bubble wrap, foam sheets, stretch film)
- Labour — number of crew and expected hours
- Vehicle type and size
- Loading and unloading
- Floor / staircase charges — commonly ₹800 to ₹2,000 per floor where there is no service lift
- RWA truck entry fee at both ends
- Tolls and any inter-state permit charge
- Furniture dismantling and reassembly
- Unpacking, if you want it
- Vehicle shifting, if you are also booking car transportation in Gurgaon along with the household move
- Transit insurance premium
- GST, with the rate stated
Get three to five quotes. Not because you should chase the cheapest — you shouldn’t — but because the outlier tells you something. When four companies land between ₹11,000 and ₹14,000 for the same 2BHK and one says ₹6,500, that ₹6,500 is not a discount. It is the price before the extras that will appear on your landing.
For reference, current Gurgaon market ranges for local shifting sit roughly at ₹5,000–₹8,500 for a 1BHK, ₹6,500–₹15,000 for a 2BHK, and ₹12,000–₹22,000 for a 3BHK, depending heavily on volume, floor, lift access and packing grade. Weekend and month-end slots typically carry a 15–25% premium, simply because demand spikes when everyone’s rent cycle ends on the 30th. One thing worth knowing about Gurgaon specifically: a well-furnished 2BHK here often has more volume than a 3BHK in a smaller city. Movers price by cubic feet, not by the label on your flat. Insist on a pre-move survey — video call is acceptable, physical visit is better — and treat any company that quotes without seeing your goods as a company that intends to revise the price later.
Document 3: The Society NOC, Gate Pass and Lift Slot Confirmation
This is the one that stops trucks at the gate.
Most Gurgaon gated communities require a written no-objection certificate from the RWA before a goods vehicle is allowed on the premises — and you need it at both ends if you are moving society to society.
The realistic timeline:
- 5 to 7 days before the move: submit the NOC application to the society office. Many societies take 2 to 3 working days to process it.
- 48 to 72 hours before: book the service lift slot. High-demand towers on Golf Course Road and in the DLF phases can need longer, especially for a Saturday.
- 24 hours before: register the truck number and the crew members’ ID details with security. DLF and most premium society gates will not let an unregistered commercial vehicle in.
- Moving day: carry the physical gate pass if the society issues one.
Also confirm the permitted hours. Most Gurgaon societies allow goods vehicles only after 9 am, and a lot of them shut down heavy movement after 6 pm or during festival periods. If your crew reaches at 8:15 am and waits till 9, you are paying for that hour.
A serious moving company handles this coordination for you and submits the paperwork 24–48 hours ahead. Ask directly: who is applying for the NOC — you or me? The answer tells you what kind of company you have hired. Document 4: The Bilty (Lorry Receipt / Consignment Note)
For any intercity move out of Gurgaon — Bengaluru, Mumbai, Pune, Hyderabad, Ahmedabad — the bilty is your proof that the goods were handed over.
It should carry the consignor and consignee names, both full addresses, the vehicle number, the date, a description of the consignment, and the transporter’s details. Sign it only after checking the vehicle number matches the truck actually standing in front of you.
Without a bilty, if the load goes missing, you have no document establishing that anyone ever took possession of your things. Claims, police complaints and consumer forum cases all start from this piece of paper.

Document 5: The Transit Insurance Policy and Valuation Form
“Insurance included hai, sir” means nothing until you have seen the policy.
Transit insurance for household goods is written against a declared value. You fill a valuation form listing your major items and what they are worth. If you declare ₹3 lakh and a ₹90,000 refrigerator is destroyed, the claim is settled against that declared figure — not against what you think it should be worth.
What to check:
- Is the policy in your name, with a policy number you can verify with the insurer?
- What is the coverage type — all-risk, or transit-damage only?
- What is the excess or deductible, and what is excluded? Owner-packed cartons are commonly excluded.
- What is the claim window? Most policies require damage to be reported within a short period, often 7 days.
- Premium and GST at 18% — shown as a line item, not folded invisibly into the total.
Real world: photograph every high-value item before packing, with the date visible. Screens, glass tops, marble, artwork. A claim with photographs settles. A claim without them argues.
Document 6: A Signed Inventory List – At Both Ends
Number every carton. Write what is in it. Get one copy signed by the crew lead at pickup, and sign the same list again at delivery after counting.
Sounds tedious. Takes twenty minutes. It is also the only way you will ever know that 43 cartons went in and 41 came out.
For a Gurgaon high-rise move where cartons travel through a service lift in ten or twelve cycles, an unnumbered load genuinely does lose boxes — usually the small ones, usually the ones with cables, chargers and documents.
Document 7: A Payment Receipt in the Company’s Name
The last one is the simplest and the most ignored.
Advance payments in this industry usually sit between 20% and 30%. That is normal. What is not normal:
- A demand for full payment before loading
- Money to a personal UPI ID or a personal savings account, when the invoice carries a company name
- No receipt, or a receipt with no GSTIN
- A company whose registered address does not exist on Google Maps
Pay to the entity named on the quotation. Get a receipt with the GSTIN on it. Keep the balance payable on delivery, after your inventory count. Money you have already paid is the only leverage you lose permanently.
What This Looks Like on an Actual Moving Day
Here is the shape of a well-documented 2BHK move inside Gurgaon, say Sector 56 to Sector 82:
- 8:45 am — Crew reaches the goods gate. Truck number already registered. Gate pass shown, barrier up.
- 9:00 am — Service lift slot begins. Floor runners and door-jamb protectors go down first.
- 9:15 am – 12:30 pm — Packing and carton numbering. Fragile items crated. Inventory list filled as boxes are sealed.
- 12:30 – 2:00 pm — Loading. One person at the truck, one at the lobby. Lift up loaded, lift down empty.
- 2:00 – 3:00 pm — Transit.
- 3:00 – 6:30 pm — Unloading, unpacking, furniture reassembly, inventory count and sign-off.
Budget 6 to 8 hours for a 2BHK and 8 to 12 for a 3BHK, then add 1 to 2 hours for Gurgaon traffic and society access. Anyone promising a 3BHK done in four hours is planning to rush your packing.
